흥선대원군이 동학군들을 회유하기 위해 내린 글이다. 동학군의 입장을 이해한다면서도 이는 법을 어긴 잘못된 행동이니 모두 집으로 돌아갈 것을 비교적 온화한 표현으로 회유함으로써 동학군을 잠재우려 했다. 말미에는 동학군들이 흥선대원군의 효유문을 보고 충청도 관찰사에게 올린 글이 첨부되어 있다. 1894년 8월에서 9월 사이 전국 각지에 공포되었다.

This is the letter written by Heungseon Daewongun (prince of great court) to conciliate the Eastern Learning (Donghak) army. He tried to convey that he understands the position the army is in but attempts to persuade them in a relatively soft tone to return home since violating the law is wrong. Attached at the end is the writing presented to the Chungcheong province governor after they read the prince’s conciliation letter. Between the eighth and ninth month of 1894, the letter was announced nationwide.
