조선 후기 실학자 정약용(丁若鏞, 1762~1836)이 행정기구의 개편을 비롯한 관제·토지제도·부세제도 등 모든 제도의 개혁 원리를 제시한 내용을 담은 정책서로, 전라남도 강진에서 유배 중에 저술했다. 원제명은 ‘방례초본’이며, 앞머리에 ｢방례초본인｣을 붙여 저술 의도를 밝히면서 “터럭만큼도 병통이 아닌 것이 없으니 지금이라도 고치지 않으면 반드시 나라가 망할 것이다.”라고 적었다.

A policy book that contains the principle of institutional reform on all levels including the administrative structure reform to administrative law, land system, and taxation, which Jeong Yakyong (1762–1836) wrote while he was exiled in Gangjin, Jeollanam-do province. The original title was Bangnye chobon, which includes a preface that states his intention for writing the book: “There is no part that is without a whit of any malfunction, which will lead to inevitable downfall of this country if left unfixed immediately.”
