조선시대 실학자 유형원(柳馨遠, 1622~1673)이 전면적인 개혁으로 국가를 재정비할 것을 주장하며 제시한 정책서다. 지주전호제(地主田戶制)를 혁파하고 공전제(公田制)를 시행할 것 등 17세기 중후반의 정치, 경제, 사회 전반에 걸친 개혁안을 담고 있다.

A policy book that Yu Hyeongwon (1622–1673, pen name Bangye), scholar of practical learning in Joseon, presented to argue the reorganization of the state through overall reform. It contains reform plans on overall politics, economy, and society in the mid- and late seventeenth century including the abolition of the land ownership system to switch to a public land system.
