흥선대원군이 동학군들을 회유하기 위해 내린 글이다. 동학군의 입장을 이해하지만 법을 어긴 잘못된 행동이니 모두 집으로 돌아갈 것을 권유하는 내용으로, 비교적 온건한 표현으로 이들을 가라앉히고자 했다. 말미에는 동학군들이 흥선대원군의 효유문을 보고 충청도 관찰사에게 올린 글이 첨부되어 있다. 1894년 8월에서 9월 사이 전국 각지에 공포되었다.

This is the letter penned by Prince Regent Heungseon Daewongun, King Gojong’s father, with the aim of conciliating the Donghak army. In a relatively gentle tone, he seeks to pacify them, acknowledging their position while urging them to return home since their actions are deemed unlawful. Attached at the end the letter is the document presented to the governor of Chungcheong-do by the Donghak army, responding to the prince’s conciliation letter. Between the eighth and ninth lunar month of 1894, the conciliation letter was announced nationwide.
