1894년 7월 23일 일본군이 대권을 침범한 이후 작성된 것으로 추정되는 문서이다. 삼남소모관에 임명된 이건영이 '궁궐에 난입한 일본군을 제거하기 위해 의병을 소집한다'는 내용이다.

The document is presumed to have been written after Japanese soldiers intruded on the royal court of Joseon on the twenty-third day of the seventh month in 1894. It reads that Yi Geonyeong, who was appointed as the recruiting officer for Three Southern Province area, “is drafting loyal troops to eliminate the Japanese soldiers who intruded upon the court.”
