조선 후기 실학자 정약용이 목민관이 지켜야 할 지침을 밝히면서 관리들의 폭정을 비판한 실학서이다. 전라남도 강진에서 유배 중에 저술했다. 정약용이 지은 한시 '애절양'에는 19세기 삼정의 문란으로 인한 백성의 가난과 절망이 잘 드러나 있다.

A critical text written by Jeong Yakyong (1762-1836) that criticizes the administrators’ tyranny, while providing guidelines for the administrators that they must abide by. He wrote it while he was exiled in Gangjin, Jeollanam-do. His classical Chinese poem, “Aejeoryang” (Lamenting the Self-Imposed Castration) reveals the impoverished state and the despair of the people that was caused by the corruption in the Three Major Fiscal Administrations.
